The Norfolk committee was established in 2000 in response to a request by the Rev. Stephen Platten, who was the Dean of Norwich. The committee still has strong links with Norwich Cathedral, but also works with the Norfolk County Council's Children's Service.

Every year since 2000, the committee has been consistently active and helped to coordinate a vast range of workshops and performances including schools, colleges, universities, churches and community centres.
